First of all, he wasn’t. It’s clear from the original. So he’s lying about being sarcastic.
Second, if he were being sarcastic, then he’s despicable. During a conference which Americans watch to get life-saving information when they’re scared to death, he thinks that it’s OK to suggest, sarcastically, that they ingest poison? And look at the aftermath: people did.
