If the purpose of the Bloomberg terminal is for client use, the firm cannot use client brokerage to pay for it…why???

Over, brokerage has to be part of the investment decision making process. Putting a bloomberg terminal for clients to use is more of a perk for clients (in the same way that a plasma tv in a waiting area, bottled water, and other things are perks). While it’s a benefit to the clients, it doesn’t help you improve their returns.
