And they wonder why the West sometimes doesn’t exactly put much weight on Indian qualifications…If I was an honest student in India I would be frustrated as **** by this!

Having laws, rules, regulations, ethics, standards etc do not bridle one from doing something illegal.

Examples - Enron, Dot Com, Tyco, 2007 crisis, Lehman Brothers, Bernie Madoff etc.
