No. I think he/she is asking about the ones already in the block and been thru the grind at least once. It’s no brainier all new registrations would have the holy chipotle of 6 carrots and mukbang fillet. But the ones who already been there and failed , for them what is the option ? Another 5,4,3,2,1,0 takes or they are all reset to 6 ?
Everyone (new and old candidates) starts with a clean slate from 2021 CBT and onwards.

that’s a good question, but I think only someone from CFAI would be able to answer it.
maybe, and that’s complete speculation, the CFAI is trying to make the exam look more “rigorous” by introducing a limit on the number of attempts. I could be very much wrong though.
When I took my exams there was a limit of 7 years; I don’t recall if the timer started running with your first attempt at Level I or your completion of Level I. Later, as y’all know, they dropped that limit. Now they’re reinstating it, after a fashion.
