Fed keeps rate low as they are prolly the only one buying it down. They literally purchased 1 trillion bonds in the past 2 weeks. So everybody is trying to sell out of their bonds.
credit is as good as cash. During a market crisis like this one credit disappears. So the supply of money shoots down. So if the fed were to print money then they just pretty much offset the credit loss.
