Is the quoted yield you find on CNBC (posted below) and Bloomberg the yield on the most recent on the run 30 year bond? Or is it the yield that will be used as a starting point for the next treasury auction?

I presume the former, as the latter is not an actual (market) yield.
But, in point of fact, I do not know for certain.
