Can you fail with band 1?

I was just wondering, can someone fail with band 1? Do the bands exclude the candidates who do not sit the exam?

Band 1 is the bottom 10% of fail to pass scores, so I’d imagine non-takers get a zero and are included in that band.

I thought non takers don’t get factored into the results. Band 1 means bottom 10% so someone has to fail with band 1.

If you try really hard to fail you might achieve Band 1.
