“Dear All African candidates” is racist. Not all candidates who sit for this exam in Africa are Africans.
“African” doesn’t have to refer to race. It could just mean that they live in Africa.
Shouldnt the term African be a term of pride for those in Africa, just as American is for me? I dont think this is racist at all.

We understand that “American” does not refer to the continent, but to the citizens of the US. It would be strange if they addressed candidates who took exam in Madrid “Dear All Eurasian Candidates” or even “Dear All European Candidates”. I would say even "Dear All Spanish Candidates"would sound wrong. Besides, thanks to an Americanism “Afro-Americans”, somehow “Africans” started denoting just that part of the inhabitants of the African continent who look similar to Afro-Americans. It’s wrong, but that’s how most of the people understand that now, even here in Spain which borders African Morocco, and is close to Tunis and Algeria, inhabited by europeoids. That’s why I think “African” is getting more and more a term denoting the race rather than the inhabitants of the continent with the same name. Not sure about racist, but somehow “Dear All African Candidates” is not right. Why not “Accra Candidates”? It sounds wrong.
