Cyclical unemployment on the economy

Topic: Understanding Business Cycle LOS 18.d.

There is a statement wherein I do not understand the conclusions made.

Whý is cyclical unemployment positive (negative) when the economy is operating at less (over) full capacity (full employment level). What is exactly positive (negative) to it? I mean, what is the effect?

Can somebody who already knows/ understand contemplate on that?

When the economy is operating at less than full employment, more people (than average) are unemployed: positive cyclical unemployment.

When the economy is operating at more than full employment, fewer people (than average) are unemployed: negative cyclical unemployment.
