Can we put the expected year to get CFA charter in the biography?

yup, that’s like giving a false guarantee, no one knows for sure when you will obtain the charter. err on the side of caution so you can only say you have obtained the charter (once you actually have obtained it that is :P)

The standards expressly prohibit citing an expected completion date.

Expecting something means you have a presumption it will happen. Obviously there is no factual basis for assuming completion of the program and receipt of the charter.
