Ethics: S&P is public source so don't need to site source?

In Schweser (don’t remember the question) an analyst got data from S&P as well as a Bank regarding fiscal policy. The answer said neither sources needed to be sited since they are public info and are reliable sources? Since when is S&P data public and it’s definitely not without errors (as per recent credit rating botch ups)

Yep, but S&P reports are not public because you have to pay for them and they are written by analysts that are not always written objectively, look at all the bad rep S&P and Moodys is catching for their ratings so shouldn’t we need to site the source so the user can make the judgement on whether it’s reliable?

hopefully cfai will word it better such as this s&p data which is a public source…or S&p data which is not a public source…
