In examples 13 and 14, Mandel gives Monetory gifts and benefits to Gomez (Example 13) and Finlay (Example 14) in order to earn business.
Examples conclude that Mandel has violated the standard 1(B). They don’t talk about Gomez and Finlay violating the standards.
In my opinion all of them have violated the standards.

I agree with you, however the context of the example appears to be from the point of view whether Mandel was in violation or not.?
If y’all had taken any class from me that had covered Ethics – Level I, Level II, or Level III – you wouldn’t be asking these questions; the reason would have been pounded into you.

What about material non public information? In examples the people passing and trading based on the information are not related to CFA program. They are still violating the standards. How?

People who are not covered by the C&S (charterholders, candidates, members) _ cannot violate _ the C&S: it doesn’t apply to them.
