A lot seems to be made of the fact that Ferguson is 67% black, while all the elected officials and 95% of the police force is white.
The obvious retort to that is: Why aren’t more black people running for office? If they are, then why are they losing to the whites? How many of the 67% bother to vote?

They’ve mentioned it and shifted the blame to lack of recruitment efforts to achieve a diverse police force.

I studied under a professor who had a lot of experience with African American issues. One of the things I remember finding interesting was that there was a criticism from some African American academics on how African American’s as a whole reacted to their situation by basically just not participating in the system. This was juxtaposed with how the Jewish people responded. I’m positive that if a white professor informed us of these opinions he would have lost his job. At any rate, these things are very complicated and can’t be viewed in isolation of historical context. But I don’t think the blame for situations like this can ever be placed solely on one group.
