Is there an international equivalent of the SEC’s website where regulatory filings can be found? I know non-U.S. companies that trade on a U.S. exchange file a 20-F with the SEC, but what about non-U.S. companies that don’t trade on a U.S. exchange?

There is no international EDGAR. Some countries (ex. Canada) have something similar. The best approach is probably to visit a company’s IR site to access their annual report.
