Yes, I think the idea was to echo Reaganism. In fact, Trump is attempting to emulate Reagan in scaling back Federal departments. “America First” is also not original - it is a WW2 era campaign for the US not to be involved in Europe’s problems. The problem though, was that European countries owed the US a lot of debt at that time, so it would not have been good for the US if all those countries suddenly restructured.
