So readings 65-69 are optional? should I read it? been optional means its not going to be tested?

This is what it says in the GARP Study Guide

Optional Regulatory Readings for Reference Candidates are expected to understand the objective and general structure of important international regulatory frameworks and general application of the various approaches for calculating minimum capital requirements, as described in the readings above. Candidates interested in the complete regulatory framework can review the following:
