One of the possible answers (not the correct one) is: Build day care centers to permit greater participation of women in the workforce.

Labour force, unless it is more educated than average, cannot raise the per capita GDP (Y/L) in a given economy. Why? Because it may well increase the output (Y) but it will proportionately increase the denominator too (L).

Lame that they have let this go.
