You really think he’s living in a penthouse and they don’t have a stool or some ish figured out? Instead they’re going to make a man whose (based on this story) two feet tall try to walk up multiple flights of 6" stairs?! Why would he buy a penthouse that wasn’t accessible? There’s outside the box thinking and then there’s bizarre rationale.
Maybe they had the elevator redesigned after he bought the condo so that you’d have to be just above his height to reach above the middle floors. Maybe he’s actually actually 4’10".
