Standard IV(A) Loyalty to Employer Question

Quick question about starting a competitive business under Standard IV (A) Loyalty to Employer

I know that it’s NOT a violation to begin planning to start a competing business while still employed with your current employer and that it IS a violation to try to poach your firm’s current clients while still employed, but is it a violation to try to convince your current coworkers to leave while still employed? Also, is disclosure required?

I don’t recall reading through anything would indicate this is a violation. So In my opionon it’s not a violation unless there is prior agreement with the employer that prohibits it.
