Standards and Use of word prohibited

I am reviewing the Examples for Standard II.

I am getting confused on the use of the word Prohibited.

The word prohibited mean ‘not allowed’.

In the context of the examples, when it states ‘not prohibited’…does that mean that it is allowed…?
