Strategic perspective vs Tactical perspective

Just did a question from Kaplan using these two terms. First time saw them so I didn’t know what to write at first. Just want to see if you have seen these are being used in other places.

"From a strategic perspective , the employer stock allocation should be reduced. As a percentage, it is too large and represents a concentrated position. Also, it is too risky to have financial assets tired to her employment and human capital.

From a tactical perspective , it is restricted stock and cannot currently be sold."

I have seen SAA and TAA used. SAA is long term strategy, TAA is short term to take advantage of mispricing. Not in the sense you posted though. I guess that applies there though. Long term it needs to be changed. Short term it hasn’t vested so it can’t be.
